It is a big fish. But how big really depends on the size of the angler holding it as there's no other real reference point. It doesn't look 20lb to me at all though, too thin.

So you want a rig that when it pulls tight against the lead (as the barbel sucks it in) turns the hook point down. Size 7 curved shank esp raptors work very well I have found.

Undoubtably be some big ex lake carp that have ended up in the thames and other rivers after the floods.
