There'll be some that reckon that they'll have lost their effectiveness even if they've been vacuum packed and frozen. But I reckon if they look ok, and smell ok, then a bit of a glug will make them at least 90% as effective as they were freshly made. 'Fresh' boilies are home made ones, the rest...
We're talking here about using less than 1grm of soldering wire, which may contain 1% of flux, that may be acidic (HCl), which would be 99.99% sealed into the central core of that wire. Plus it will be very firmly attached to the hook, not the bait. The amount of acid that might, just might...
That's when it comes down to the rod and reel you're using. Rolling Pins are made precisely for the job, and there's no better rod (IMO) to match up with an R/P than a Torrix 11ft/1.75lb. That's the 'Dream Team' I reckon.

I've used stuff I'd stored lose in an open topped aquarium for 20+ years (I'd put it in there during a house-move) and it was totally fine. 24hr soak, put in pressure cooker and bring up to full pressure, turn heat off and check after at least 4-5hrs. If not split, bring up to pressure again...
The quick, easy answer is ...make each bag prior to each cast or, inject premade bags of unflavoured pellets with your flavour of choice (using a wide-bore hypodermic needle).
I too view all 'Halibut Pellets' as a generic, basically a fish meal 'starter base'. And whilst that base can be used 'as is' and will catch you fish, I see it as there to be flavoured. That base is to be a carrier of flavour. I take a base pellet (a HP) and glug it with a flavour, then make a...
