What keeps doing this?

We've had pretty much every suggestion bar Eastern Europeans!
My money would be on eels. Seems to be a little bit of a recovery of them from what I've seen this year.
 
Plenty of eels on the Warwickshire Avon above Stratford this year. I wish they'd be kind enough to only take a bite out of my meat like that though, it would save me getting 'slimed' all night!
