Well I had never heard of this.

Seems to fish a canal not part of a club water I have to buy a permit?

Seems a rod licence insufficient.

Was thinking of fishing Gloucester Quays while HWMBO went shopping.

All news to me.

The likely hood of a non club controlled stretch or otherwise being bailiffed....well you've got more chance of us leaving the European Union.
 
For those that do buy one, note that Angling Trust members can get them for £10 and it runs for 12 months from the date of purchase. I'll be getting one, I've got a stretch of the Shropshire Union on my doorstep which I've never fished as I didn't know who had the fishing rights. I prefer to fish without the worry of 'getting caught' especially for the price of two pints in Cheshire!
 
I was always under the impression that you could buy a day ticket on the bank from the Waterways Wanderer bailiff? In addition while fishing in the NW/Midlands I have never been asked to pay in the last 30yrs!!
