I would have left the handle as it was . Two of the greatest anglers of all time , namely Mr Crabtree and Dick walker were avid smokers ,I bet their cork handles were well smelly didn't stop them catching plenty though ! The soapy water approach is the best bet , if you want it to come up completely as new a gentle rub down with fine sandpaper after you have given the handle a wash will make things look even better, but go steady as cork comes off very quickly and once it's off you cant put it back on again unless you are very patient
Saw this on another forum. We all told him to wash it in warm soapy water. Then i wonder why a piece of Cork would smell of Ciggy smoke. Unless someone had tied 100's of fags to it which i doubt very much Could it smell of smoke due to a house of shed fire. My answer is just to use it. Unless you have a funny cast and retrieve style where you sit it under your nose all the time. Or did some junky try to smoke as a spliff?

It was from the rods sitting in a heavy smokers house, the seller liked a cig - the rod bags stank as well. The cork smelt so bad that the rods couldn't be kept in the house by order of the Mrs, and my hands smelled after picking up the rods for ten seconds, I wouldn't have been able to do any trotting with them for any length of time, which is what I bought them for
