How does money raised through taxation get spent?

Governments do not tax and then spend. And all money is created by a government or the banking systems under its regulatory control (essentially double entry book-keeping) And all money is spent into existence, no government or bank gives it away. Spend has to come before tax otherwise there’d be no money to pay tax with or on.
