standard 4000 size match reel as light as you can get but if you have short fingers a 3000 is better suited so its a good idea to take the handle into a shop and try the reel on and see if your finger reaches the spool comfortably.

so the offence you report to police would be theft of fishing rights on a river, as said river fish are free to roam. a club can enforce there own rule of fish theft on a river but its difficult as said.
