There are a number of new and used Hardy coarse rods (marksman etc etc) listed on the Glasgow Angling Centre website. I was there looking to buy some fly bits ready for a foreign trip.

I have the 5-15 and the 3-10 gram W3 rods in fixed spool format.
Decent rods for the money. The 5-15 is surprisingly powerful. I happily fish 20g lures on it.
I had a Power carp waggler 13ft from that series. Excellent rod that I used for chub trotting on the Wye. It dealt with 5lb line and decent chub no problem.
Slightly different configuration - 2 equal sections and a detachable butt.
I bought it new for about 70 quid. Good rod ! I sold it last...

But when does a wafter become a pop-up?
I want a wafter that sits on the bottom once it is attached to a decent sized hook etc.
I use parts of wafters to balance bottom baits and also small dumbell wafters as change baits for chub and finally as formers for paste baits...
Does it have a spigot or an overfit joint ?
The weave is reminiscent of some Paul Boote Cougar rods that I have. Built on a Century blank (became Hutchinson Sabre rods I think).
But I’m not sure that they did 13ft back then; and mine have spigot joints.
Keep looking for them, then bait it steadily and fish it early and late.
And as AP said, use decent gear so when you hook a big fish you land it.

Tricast did a spliced tip power float rod called a Triaxial.
Comes with 2 butts and a 2ft extension. 13ft/15ft/17ft. Hence the name.
I own 2 of them; great powerful (chub) trotting rods but I’ve never tried to catch a barbel on one (yet).
Rules are (usually) there for a reason.

Yes. It is about 2 miles from my front door. But I haven’t fished it for carp for over a decade.
