    Yes, line retrieval on a Seldex is likely to be slow. I had a Allcocks Aerial C815 model that had a similarly deep depth to the spool and winding in was a RPTIA.     Absolutely not. Terrible idea. More likely to seal absorbed moisture in the cork (and hastening the breakdown of the cork and glue) than to keep moisture out. No rod makers (with any sense) seal their rod handles up from new.
