P.S. Nice thing about speedias is the rachet is easy to turn off and the only time I use it is when the rod is in the rest. Good fun to fiddle with though.

On the speedias I have the pawl is either way so I would say yes you can turn the pawl, but in doing so to get it out you might weaken the spring (which could be the problem). The pawl may be a bit worn or the spring may need to be a bit stronger or replaced. You can fudge tightening the spring...

I can't see any argument is to be had. Of course it is bad etiquette to set up next to or opposite someone else that is there before you. It's happened a couple of times to me. I say my piece and if they can't see reason And move then I move. No point in spoiling the day.
