This is largely due to the National Trust owning a lot of the rights, and they have a blanket ban on night fishing. Council's leases are often the same.
I don't know of any areas allowing night fishing.
I use much the same rods listed here. Reel wise I'm happy using a 4000 Shimano stradic or similar...
Worth practicing on the Trent to start with - it gets your confidence up.
The prior record which was caught in the Arun and Rother over the years hasn't been seen for a long time now... There's plenty of anglers fishing down there, so safe to assume it's gone - which most the locals would agree with.

Bob Gill built me an 11ft 2lb torrix about 10 years or so ago I guess. It's a lovely thing, the thickness of the blank did put me off a little at first, but over time I've found it a great rod - improved further by a lesser spotted ISOBLOB in the tip.
