    It'd take a furnace to melt the lining to that ring. I'd say with over 99% certainty that it's a drip of something ...yacht varnish, or a 2-pack material.     These days a Pac A Mac kinda thingie does me, just don't run about too much with one on 🥵 If it's actually 100% "waterproof" then even the best of the "breathables" will result in some sweat under exertion. It's always a compromise IME. (and thinking otherwise can be an costly belief, I reckon 😂)
