Possibly but what goes into the top ?

Going through my boxes of odds and ends I found this. I guess the hole on the side towards the top is for a bar to screw the spike into the ground. There is a hole at the very end but it's only 10mm in diameter which I think is smaller than an umbrella pole so any thoughts please
