Thats an accurate description of what goes on here yes, and the continual back and forth of the 'knocking' process (oO-er!) :D is the 'hot air' that I described. I would point out I'm in the same boat as you, not a great fan of otters! I'm not knocking the opinion that something needs to be done...
Put your name to a petition then, Im sure if you use the search tool you can find other threads regarding otters and what people think of them on here already. Do you honestly think we are achieving anything by rehashing the topic here?

There are a few more pressing matters that are far more worrying to the state of angling than 'predators', I don't think I really need to point that out. Deal with those first then worry about a few furred and feathered creatures. Its just hot air on the internet discussing otters.
Its because its a document that contributes to the Water Framework Directive, not something directly tied to angling, hence why it might seem long winded and complicated. A quick google of the WFD and its aims will prove that, that too is a long winded pointless document.
