I doubt it very much. Don't forget that it's not particularly representative anyway. What it tends to mean in the Yorkshire region is that 1 in 10 of those fishing commercial day ticket waters, on lovely sunny days, don't have a licence. It wouldn't have surprised me if it were actually a greater number given those circumstances.
If it is that number every where, it would actually start to pay for itself to police the license. Perhaps they should work like parking wardens these days, have a team of enforcement officers paid by taking a cut of the fines, rather than salaried.
I did suggest this once at an EA consultative meeting but was treated like a nutter for some reason.
However I think the present government might think it a good idea, a bit of privatisation and they love that.
