Caught chub, barbel and carp on various cat foods in the past so it probably will work. However, with certain brands one of the problems was keeping it on the hook. Coshida brand from Lidl was quite good. Quite messy to use though.
Used to use Thai Fish Sauce as a favourite water soluble ingredient for inclusion in luncheon meat coatings.
I picked up a couple of tins three or four months ago when it first came out but it is watery and waxy and too soft for the hook. It might be OK in the plastic mesh bags the carp guys use to defeat crayfish and poisson chat in France but life is complicated enough.
I have found it a good additive to ground bait or particle mixes when pushed through a maggot riddle, at least my local tench are not repelled by it.
