Yes. The Avon is 5 minutes away, the Stour 10 minutes and the beach 12 miles. But the Barbel fishing isn’t prolific...

I’m in Emsworth, Hampshire. 5 mins to the beach on foot. An hour away from the Dorset Stour & Hants Avon (or will be when the M27 works are finished...). The Itchen & Test are closer, some day tickets available on both, but not fished either.
Sussex Rother and River Arun are 45 mins in the other direction.
Nothing prolific, but can get to the Wye in less than 3 hours!

New Milton Avon and stour 10-15 mins away coast 5mins all quite on the barbel front for me 
But nice roach 2lb from the stour
