i'll tell you what i do
i don't use icing sugar unless it's for carp or tench,
i cook mine in the normal fashion, lay out to dry, make sure it's very dry, i then coat in a little hemp oil, i then soak my pva bags, not mesh, in salmon oil, way you go, it can sometimes be a problem with it floating sometimes and other time's not.
 
Keep a pint or so ready cooked in some salt water, dont know what it does but it makes it usable straight in a pva bag without it melting until its out in the lake or river. Have a look at the new free Korda DVD a bit about it on there.
