I'm sceptical as to how this will change anything on the ground.

If the EA was properly enforcing the Farming Rules for Water (FRW) then nobody would be able to apply poultry manure to land where the agronomic need cannot be demonstrated.

And as the EA also 'enforce' the agricultural waste regs amd IPU permitting - why is anyone expecting the EA's approach to be any different?

Also, this won't have any impact on all the poultry units in Wales (which is where we are told the biggest issue lies) which are covered by different regs.
