I had a very large haul of Barbel from the Trent some years ago fishing 10mm halibut boilies over a spodded bed of particles.
It was a partiblend with red and yellow maize in it, I'm getting another sack this season to try the same tactics on the Swale.

If you really want budget have a look at THESE if they turn out crap you can hardly moan about the price. I reckon a tin of luncheon meat will soon be more than that!
I like the BT hooks for big baits but I don't think you can beat the Drennan super spades or specialists for maggot/castor/smaller baits for targeting big fish. My PB barbel fell to a bunch of maggots on a drennan ss size 14
